Temeljem analize stanja (uključujući konzultacije s dionicima) identificirane su četiri ključne odrednice razvoja gastronomije - izvornost, raznolikost i autentičnost, kvalitentne namirnice i izvorni recepti te gostoljubivost i neposrednost - utkane u viziju Splita kao grada mediteranske kuhinje s ponudomjednostavnih tradicioalnih jela od zdravih i loklanih namirnica uz iskrenu gostoljubivost. Definirano je pet strateških ciljeva: stvoriti prepoznatljivost Splita kao gastronomske destinacije, uspostaviti cjeloviti lanac vrijednosti doživljaja gastronomije Splita, uspostaviti sustav upravljanja i unapređenja ljudskih resursa u gastronomiji, uspostaviti partnerstva te podići svijest dionika o gastronomiji kao jednom od glavnih turističkih proizvoda grada Splita.

Based on the analysis of the current situation, including stakeholder consultation, four key determinants of the development of gastronomy have been identified - diversity and authenticity, quality food and original recipes, hospitality and impeccability - incorporated in the vision of Split as a city of Mediterranean cuisine with the offer of simple traditional dishes made of healthy and locally sourced foods and served with honest hospitality. Five strategic goals were defined: to create an image of Split as a gastronomic destination, to establish a value chain Split's gastronomy, to advance management and promotion of human resources in gastronomy, to establish partnerships and to raise stakeholder awareness of gastronomy as one of the main tourism products of the city of Split.
